(5) Promulgation of provisions relating to the protection and enforcement of constitutional rights, advocacy, exercise and procedure before all courts, admission to the Bar, the Integrated Bar Association and mutual legal assistance for disadvantaged persons. These rules must provide for a simplified and cost-effective procedure for the early resolution of cases, be uniform for all courts of equal rank and must not decrease, increase or modify substantive rights. The rules of procedure of special courts and quasi-judicial bodies remain in force unless they are rejected by the Supreme Court. SECTION 2. Amendments to this Constitution may also be proposed directly by the people on their own initiative on a petition of at least twelve per cent of the total number of registered voters, each of whom shall be represented by at least three per cent of the registered voters. An amendment under this section may not be approved within five years of ratification of this Constitution and no more than once every five years thereafter. SECTION 1. The first elections of the members of Congress under this Constitution shall be held on the second Monday of May 1987. a. constitutional bodies, commissions and offices enjoying fiscal autonomy under this Constitution; 2. Any evidence obtained in violation of this Or the preceding Section shall be inadmissible for any purpose in any proceeding. (4) Within three years of the return of each census, Congress shall redivide the electoral districts on the basis of the standards set out in this section.
(8) Congress shall pronounce its rules on impeachment in order to effectively fulfill the purpose of this article. SECTION 2. 1. The Control Commission shall have the power, power and obligation to audit, control and settle all accounts relating to revenue and revenue, as well as to the expenditure or use of funds and assets held, held or held in trust by or relating to the Government: or to any subdivision thereof, agencies or instruments, including state-owned or state-controlled enterprises with original documents. and on the basis of the review: (a) the constitutional bodies, commissions and offices to which fiscal autonomy is granted under this Constitution; (b) autonomous state colleges and universities; (c) other state-owned or state-controlled enterprises and their subsidiaries; and (d) non-governmental entities that receive directly or indirectly grants or equity from or through the Government and that are required by law or the institution granting them to submit to such an audit as a condition of subsidy or equity. However, where the internal control system of the audited agencies is inadequate, the Commission may take the necessary and proportionate measures, including temporary or specific preliminary controls, to remedy the deficiencies. It shall keep the general accounts of the Government and keep the supporting documents and other related supporting documents for the period prescribed by law. (a) Any case in which the constitutionality or validity of a treaty, international or executive agreement, law, presidential decree, proclamation, order, order, ordinance or ordinance is called into question.
(2) All cases concerning the constitutionality of a treaty, an international or executive agreement or a law to be heard before the Supreme Court in the bench, as well as all other cases to be heard in accordance with the court order in the bench, including those concerning the constitutionality, application or enforcement of presidential decrees, proclamations, orders, By-laws and other by-laws shall be adopted with the consent of a majority of the members who have effectively participated in and voted on discussions on the matters in dispute. (4) The law provides for criminal and civil penalties for violations of this section, as well as compensation and rehabilitation of victims of torture or similar practices and their families. ARTICLE 17. An agent or employee must affidavit under oath about his or her assets, liabilities and net assets upon taking up his or her duties and as often thereafter as required by law. In the case of the President, the Vice-President, members of the Cabinet, Congress, the Supreme Court, constitutional commissions and other constitutional functions, as well as officers of the armed forces of the general or flag rank, the declaration shall be made available to the public in the manner prescribed by law. SECTION 18. Civil servants and employees shall at all times be loyal to the State and to this Constitution, and any official or employee who wishes to change his nationality or obtain the immigration status of another country during his term of office shall be dealt with by law. No educational institution may be established exclusively for foreigners and no group of foreigners may account for more than one third of enrolment in a school. The provisions of this subsection shall not apply to schools established for foreign diplomatic personnel and their dependants and, unless otherwise provided by law, to other temporary aliens. SECTION 3. The Congress may convene a Constitutional Convention by a vote of two-thirds of all its members, or submit to the electorate the question of convening such a Convention by a majority vote of all its members. SECTION 8.
In the event of the death, permanent disability, dismissal or resignation of the President, the Vice-President shall become President for a term not yet expired.
